KM Roles and responsibilities

I have been assigned the task of preparing a charter for KM roles and responsibilities. This involves:

1. Identification of skillsets needed to be a knowledge worker

2. Identiying training needs to develop the skillsets / competencies of a knowledge worker

3. List out measurable activities

4. Delivery of the above
